Lay the stroopwafles on a rack-lined baking sheet lined with parchment paper (optional) leaving space in between each stroopwafle.
Melt the chocolate and coconut oil in a microwave-safe bowl (on medium-low power) in 40 second intervals, stirring between each interval, until smooth and creamy.
Use an offset spatula (or butter knife) to spread a layer of melted chocolate evenly onto the top and sides of each stroopwafle. Chill in the refrigerator until set and dry.
Mix the remaining melted chocolate (optional) with green candy melts and melt on medium-low power (stirring frequently) until smooth and melted.
Dip the open part of the chocolate sugar cone approximately ½" into the candy melt mixture and immediately fill the cone with several M&M candies.
Carefully add and gently press the chocolate covered hat brim to the chocolate dipped, candy-filled sugar cone, and allow the two to dry and set (at least 30 minutes) before serving.
